I've been dithering about requesting a Lolita panel for a while now, and I just happened to email the panels account about it.

Here's the text of my email, in case the person running panels happens across this thread before I figure out how to contact them:
I've never done a panel before, but I'm very interested in running a Lolita fashion panel at Oni-Con 2008. I've been into Lolita fashion for a few years now, and dressing it pretty much full-time for almost two years. I know a lot about the fashion, and I own sufficient clothing in different styles to present coordinates in several different subgenres of Lolita.
The only thing I'd request is an extra safety person to make sure nobody takes any little accessories or anything I'd be presenting, and possibly a dressform or two.
Let me know if you think I could do a panel. :)
